Taming Bureaucracy –
In a 'Political-Economic Democracy'.
Dear Reader,
Short of recalling, via a recall/replacement election, e.g., the National Custodian of Social Property, there might appear to be no way to curb the abuses of unelected bureaucrats, i.e., of lower-level functionaries appointed and hired by the higher-level government officers, who are elected, or hired by those elected officers' immediate appointed agents, their immediate subordinates, also unelected.
It makes little sense to hold an election to "recall" an unelected appointee, or to then "elect" a replacement for an appointive, non-electoral, technical job.
However, the 'Amendatory Annex' to the national constitution can enable the removal, by the national electorate, of a bureaucrat who comes to the attention of that electorate, e.g., for egregious and grievous abuses of power and authority, leaving the elected officers of government to appoint a replacement -- hopefully choosing a more popular replacement, lest they risk further such removals, and, quite likely, a recall election against themselves for repeated failed appointments at least.
This kind of removal of unelected bureaucrats should be by a vote termed a new kind of "vote of no confidence". Whenever a petition signed by a sufficient percentage of the national electorate is filed against a given, appointed national officer, a national confidence vote would be scheduled. If the majority of the electorate votes "no confidence" in that appointed officer, that officer would be removed from office, and the appointment of a replacement left to the elected officials up to whom that appointive office reports.
