Taming Bureaucracy – 

In a 'Political-Economic Democracy'.

 

 

 

 

 

 

Dear Reader,

 

Short of recalling, via a recall/replacement election, e.g., the National Custodian of Social Property, there might appear to be no way to curb the abuses of unelected bureaucrats, i.e., of lower-level functionaries appointed and hired by the higher-level government officers, who are elected, or hired by those elected officers' immediate appointed agents, their immediate subordinates, also unelected.

It makes little sense to hold an election to "recall" an unelected appointee, or to then "elect" a replacement for an appointive, non-electoral, technical job.

However, the 'Amendatory Annex' to the national constitution can enable the removal, by the national electorate, of a bureaucrat who comes to the attention of that electorate, e.g., for egregious and grievous abuses of power and authority, leaving the elected officers of government to appoint a replacement -- hopefully choosing a more popular replacement, lest they risk further such removals, and, quite likely, a recall election against themselves for repeated failed appointments at least.

This kind of removal of unelected bureaucrats should be by a vote termed a new kind of "vote of no confidence".  Whenever a petition signed by a sufficient percentage of the national electorate is filed against a given, appointed national officer, a national confidence vote would be scheduled.  If the majority of the electorate votes "no confidence" in that appointed officer, that officer would be removed from office, and the appointment of a replacement left to the elected officials up to whom that appointive office reports.

The EU’s European “Parliament” is not allowed to initiate legislation.  The initiation of legislation is allowed only to the appointive “executive branch(es)” of the EU supra-national government.

 

¿What is a “Parliament” that cannot initiate legislation?

 

It is a farce.

 

It is a fraud.

 

It is NOT a Parliament.

 

It is a “Parliament” in name only.

 

It is a rubber stamp for the  policy impositions of unelected bureaucrats.

 

Of course, formally, the European “Parliament” can vote no instead of yes on the bureaucrats’ “legislations” [more truly called decrees].

 

But it is easy for the bureaucrats to arrange things, whenever they may “need” to do so, so that their pocket “Parliament” cannot vote no without dire consequences for key things they -- and their constituents -- want them to vote yes on.

 

And, of course, unelected, appointive bureaucrats are much easier for the ruling, humanocidal, people-are-pollution oligarchy to control, e.g., by blackmailing or bribing the appointers and/or their appointees, or even by assassinating appointers and/or appointees who escape their control.

Capitalism is ultimately self-attacking, and self-terminating – a ‘self-DIS-organizing system’, whether this self-negation results in ‘“a higher state of society”’ [Marx], or ‘‘‘the mutual ruing of the contending classes’’’ [Marx and Engels].

 

Capitalism is self-destroying in that the growth of productivity – of the “productive force” of human society – is fostered by the capitalist system itself, by its core, profitability incentives.

 

But this self-induced growth of capitalism’s productive force destroys accumulated capital, especially in the form of fixed capital, and of industrial loan capital, due to the resulting continual and accelerating technological obsolescence depreciation, ‘de-value-ation’, or 'value-obliteration' of the value of the very fixed capital which co-embodies productivity [together with the corresponding technical composition of labor – workers’ technical skills enabling their productive operation of this fixed capital plant and equipment], but productivity of degrees which are ever being surpassed by the profit-incentivized increases in the productivity embodied in the newest vintages of fixed capital.

 

When the thereby ‘obsoleted’/surpassed older-vintage fixed capital is, e.g., scrapped, and its obliterated, unamortized value “written off” against gross profits, tanking net profitability in each accounting period in which such “write-offs” occur, this may even, early-on, and eventually induce secularly falling profitability.

 

This productive-force-growth-induced fall in net profitability ultimately kills the capitalist system, by a kind of predestined, ineluctable 'system-suicide'.
