CITIZEN EXTERNALITY EQUITY:
RESIDENCY REQUIREMENTS
[to Avert
Rigging of Public Directors’ Elections].
Dear Reader,
I
hold that residency requirements should be added to the ‘constitutionalized
statutes’ of the proposed ‘Equitist Amendatory Annex’ to the United States Constitution.*
Such
requirements should be added in the form of qualifications for both Public
Director office candidacy, and for eligibility of Citizens to vote in local
elections of Public Directors.
Citizens
residing in the Area of Impact of an externalities-producing entity -- potential
voters in local public elections of the Boards of Public Directors that are to internally
regulate the production of pollution and other externalities by such entities, in
their local Areas of Impact e.g., by municipal or other-governmental
operations, by private Capital-Equity enterprise operations, and by Citizen
Stewardship Equity enterprise operations, etc. -- should be eligible to vote in
such elections only if they have been legally resident in that local Area of Impact
for a year or more, or for six months at minimum.
Otherwise,
unscrupulous, “deep-pocketed” local externalities-generating operational units,
and/or their overarching managements beyond that local, Area-of-Impact, scale, could
“smuggle-in” -- for fleeting “residence” in such an Area-of-Impact -- hand-picked,
subservient-to-them Public Board of Directors candidates, and/or “smuggle-in” transient,
subservient-to-them “voters” for Public Directors’ elections, e.g., putting
them up in local Airbnb’s, even as late as the night before the Public
Directors’ election.
Such
unscrupulous, anti-democratic polluters could thereby “rig” the Public
Directors’ elections, thwarting the will of the majority of the actual,
longer-term residents in the given externalities Area of Impact, creating
bogus, “captured” Boards of Public Directors, subservient to the polluters, not
to the real residents living there long term.
