GLOBAL STRATEGIC HYPOTHESES.

Dear Reader,

“High-intensity pig farming” is an egregious example of the urgency of the ‘Citizen Externality Equity’ pillar of the Economic-Democratic revolutionary-reform of capitalism, of the new, ‘‘‘equitist’’’ social relations of production needed to resolve the mounting “market failures” of capitalism – of “the capital-relation” as sole social relation of production.

The externalities of such pig farming are driven by the spread of pig feces, bacteria – often anti-biotic resistant bacteria – and toxic heavy metals to the homes and the property of citizens who live in the vicinity of such pig farms.

Huge lagoons of pig feces in these high-density pig farms foul the air, the land and the water table.

Sprinklers spray the feces-laden water high into the air, so that its airborne toxins and pathogens spread for miles around.

Capitalists, driven by their “profit motive”, cannot control themselves regarding the premature deaths that they thus impose upon their neighbors.

Local governmental authorities cannot control them either – laws against these deadly externalities are never passed, due to big-money-bribery “lobbying” by these “pig farmer” capitalists or, if passed, are never enforced, so influential is the bribe-money earned by these disease-“farms”.

The Federal Government’s external regulatory bureaucracies also fail to restrain these capitalists, because those bureaucracies are “captured” by the very capitalists whose depredations they are supposed to prevent.

The courts are too costly for the afflicted Citizens to afford judicial redress, and the judges also are all too often themselves bought-off by these pig[gy] “interests”.

These pig farms are just one flagrant example of how capitalists will pursue their profits at any social cost –including at any cost to those who suffer the misfortune of having their homes proximate to the toxicity when a high-density pig farm moves in.

The ‘Citizen Externality Equity’ constitutional human right and property right would give Citizens Publics impacted by such local externalities the power to elect a ‘Board of Public Directors’, recallable by its Public electorate, that would sit, “internalized” into the inside of such a pig farm enterprise’s management, and negotiate with its ‘Board of Private Directors’, or its local “Management Committee”, to reduce its externalities production, to agree to a binding annual externalities budget, and constitutionally empowered to charge fees for any pollution still permitted, and to fine that enterprise for any breaches of that externalities budget agreement.

If the negotiations between the two Boards deadlocked, adjudication of the dispute would be remanded to the most proximate unit of the ‘Tribunals for Citizen Externality Equity’, with a Court Order, stating that Tribunal’s Decision in the case, issued to resolve that dispute, and with the losing party paying the costs of the adjudication.

This ‘Citizen Externality Equity’ pillar of ‘Equitist Political-Economic Democracy’ would represent a fundamental change in the prevailing social relations of production, limiting the power of capital-property owners to impose externalities on the publics local to externality-producing capitalists’ units of operation, and raising the democratic rights of Citizens, expressed via electoral process, above the economic “rights” of capital owners to coercively impose externality damages upon Citizens with utter impunity, as now.

Citizens are urged to campaign for the right of ‘Citizen Externality Equity’, together with the other fundamental ‘Equitist Human Rights’, by means of electoral, rule-of-law-lawful processes – by constitutional amendment – ultimately instituting a comprehensive and unified system of ‘equitist, political-economic-democratic reforms’, designed to contain the, increasingly deadly, downsides and failures of the, presently-prevailing, ‘Capital-Equity-Only’ system of social relations of social reproduction, that, at this stage of the out-working of “the law of the tendency of the rate of profit to fall”, are hurtling humanity, via the ‘descendence-phase ruling class ruling faction’s response to that “law”, toward extinction, as a result of that ruling faction’s Hyper-Genocidal/‘Humanocidal’, Ultra-Malthusian, “People Are Pollution” New/Final Dark Age ideology –
