EQUITISM: Municipal Zoning Authority.

 

 

 

 

 

 

Dear Reader,

 

The ‘Citizens Externality Equity’ rights, the Citizens-elected enterprise Boards of Public Directors, can protect their all-municipal-Citizens electors’ from excessive “negative externalities” production – e.g., from the production of poisonous pollutions – by a facility, privately-owned or publicly-owned, once it has been built within their residential, home-municipality.

 

However, those Boards of Public Directors cannot protect such Citizens from the construction of such facilities, whether publicly or privately owned, in their residential environment – over which they should have democratic control – that the majority of such Citizens do not want to be constructed at all in the first place.

 

Therefore I propose that, in the next edition of Karl Seldon’s Marx’s Missing Blueprints, it be stated that Equitist Constitutions¹, from the municipal level on up, should assign zoning authority to the base-elected – the all municipal Citizen registered voters elected – ‘Municipal Associations of Public Directors’ [MAPDs], instead of to the, also elected, mayors and city council members.

 

This is because a dozen or so city council members, and their mayor – even if they are mandated and recallable – are much more easily, and less-expensively, bribed to act against the will of the majority of the Citizens of a given municipality, by money-wealthy economic entities, than are the more-numerous MAPD Public Directors, as each MAPD will have one Public Director for each enterprise Board of Public Directors within the city limits of that municipality.
